Conversion of FSSAI Registration to License

I have a registration at the moment and would like to convert it to a state license.

I was told that i will have to apply for a fresh license and will not be able to convert my current registration to a license. But I am not able to find an option to apply for a license in my FOSOC dashboard.

Pleas do guide.
